Laminate is tricky because it tends to be smooth and you want whatever product you use to bond well to it and not flake off. Acrylacq is probably the best product for you. Covering JUST the particle board will cover just some of the off-gassing. Most effective would be to coat the entire piece of furniture. As you have laminate portions, I would recommend you order a sample first and see if you can get a good bond over the laminate parts. If it does not flake off after drying you should be good to go.
