Is this product suitable for going over plywood interiors of kitchen cabinets that are musty, old-smelling during high humidity? Would it help neutralize the odor?

HardSeal may stick to previously uncoated or water based coated walls, ceilings, woodwork, cabinetry or porous tile. So it may well stick there. However, it isn't meant to neutralize odors of age and mustiness. It's for toxic chemical off-gassing, such as formaldehyde, and improving indoor air quality.
