Maybe. Three coats of Hard Seal will block the VOC emissions, but if you apply paint first, there may be bonding issues and it may not work. We can't guarantee anything when you use our product over someone else's. There may also be a chemical reaction. If you use AFM Transitional Primer and then two coats of AFM Safecoat Paint, that will produce the same results and you don't need the Hard Seal. This way you can control the color and the sheen because Hard Seal only comes in gloss and the paint comes in flat, eggshell or semi-gloss.
