Our house was built in 1967. The trim board in the basement is still just painted with the original black, flat finish paint which I tested as positive for lead with a test kit purchased from a local big box store. There may be some type of white primer under the black as I can see white under the black on some spots on a door frame where the paint has rubbed off. Would the AFM Safecoat Transitional Primer with two top coats of AFM Zero VOC paint serve to encapsulate the lead based paint?

Hi Nancy, We reached out to AFM's technical department to get the straight scoop. They said that while the Transitional Primer and Zero VOC paint is great at encapsulating certain chemicals, like formaldehyde, these products are not licensed or certified or tested to seal in lead based paint. If you are concerned about the lead content, you will want to hire a professional remediator to deal with it in an official and licensed capacity.All that said, if the lead paint is stable (completely dry, not peeling/not flaking) - you can certainly paint over it with AFM Transitional Primer and Zero VOC Paint. But just know, that this will not nullify the lead content beneath the surface.
