I have pantry shelves made of particle board that are painted with an oil based paint. They still offgas after 20 years. What can I do?

Our water-based sealers won't bond to oil-based paints. Therefore, use AFM Transitional Primer, then two coats of paint. That will bond and block the VOC emissions from the previous paint. Be sure to allow 24 hours of dry time for the primer. If the odor is still strong after 24 hours, use a second coat of primer.
