While we sell only no and low VOC products, we, nor the manufactures, have done animal testing ... and animals being animals it is difficult to interview them to get a sense if they are having an adverse reaction. The questions your question brings up are many, do you want to seal the concrete to protect the concrete from the guinea pigs (urine and xxxx ?) or are you wanting to seal the concrete to protect the guinea pigs from something in the concrete (mystery stains from previous owners? efflorescence? something else?) and was the concrete floor power troweled?
