There are a few things you could try here. 1) If the metal desk is already coated, you can paint over the whole thing with AFM Transitional Primer and Zero VOC Paint. Depending on how smooth the previous coating is, you may need to lightly sand/degloss first in order to get a good bond. 2) You could do a clear topical coat over the old coating, with Acrylacq Matte 3) If the metal is uncoated/raw metal you can coat over that with AFM Safecoat Metalcoat Primer and then go over that with Zero VOC Paint. In all these cases, we recommend you order samples and test first. Hard Seal is for wood and will NOT work in this context.
