Yes, it can as long as the tile is flat and smooth. Ridges and bumps must be ground down. Grout lines 1/4" or larger must be filled with patching compound such as Ardex brand or any portland cement type made for this purpose. A vapor barrier is required underneath the cork flooring. We offer Moisture Block which is 6mil polyethylene that comes in 100 SF rolls.
