I purchased new furniture about six weeks ago. My roommate is reacting to it and we think it may be the undersides of the tables and chairs which are painted but feel rough to the touch. The tops of the tables and chairs seem fine. Would it work to use the Safecoat Hard Seal on the undersides over a layer of paint, or would the whole table need to be treated? Is there another product that would be more appropriate for this application?

The AFM SafeCoat HardSeal would work to go over the painted surface as long as the paint is not oil based. If your uncertain if the paint used was oil based you could get a sample of the Hard Seal and test it on your surface to see if it will bond. If it will bond to the surface then you may need to do 3 coats to completely seal in the off-gassing. It is hard to know if just doing the underside of the table will stop the offgassing. I'd suggest trying that first and if your roommate is still reacting then do the top side as well.
