can this be used as a sealant over mastic on a concrete basement floor?

No. Silacote paint is not a topical finish and it should not be used on floors. There is also the question of whether it would be able to penetrate the mastic (as it was designed with porous stone in mind).If we knew some more about what you are working with and what you are trying to accomplish (sealing off gassing? ) we may have some AFM paint products that could help you, but we need more context before giving recommendations.
