AFM HardSeal is designed to block VOC emissions from porous and non-porous surfaces as long as the surface is clean, dry and has no other finish on it. We have no idea what type of finish was used on this flooring but clearly, it repelled the HardSeal. Even if it bonded to the surface, it will not eliminate the VOC emissions from vinyl flooring. That's partly because VOC emissions come from the edges and backing and those areas are not accessible.
