Can this paint be applied on an already painted (and mildewy) ROUGH concrete surface. These are interior kitchen cabinet areas in a Mexican house. I understand that primer will be needed but I still need assurance it will not crack or have issues on a rough concrete surface?

Caliwel is not an elastomeric paint and will crack if the substrate cracks. Priming and caulking will help but this made primarily to inhibit the growth of mold. If your walls are settling or moving, every paint will crack and no manufacturer will guarantee it won't unless it is an elastomeric type paint.
