I bought a condo with oil based paint and primer and the smell is horrible, even after 2 months. I want to encapsulate the smell; walls, ceilings, cabinets with this. However, this is a coastal property very close to the beach. Is water based paint going to be okay? Would latex be better? Can latex be used over this primer?

Use one coat of AFM Transitional Primer, wait 24 hours, then apply two coats of AFM Safecoat Zero VOC paint. Use flat for the ceilings, eggshell for the walls and semi-gloss for the trim and cabinets. No problem with a coastal home as long as you maintain normal humidity 30-65% relative humidity. The combination of primer and paint will block the emissions of most hazardous air pollutants.
