This is common question but we don't have a good solution mainly because our products are water-based, and bonding to anything that has oil in it or on it is challenging.
Stripping oil won't work, as the oil and mainly the solvents are deep inside the wood. Strippers mainly are used on topical things like paint or polyurethanes. The only thing that really "works" is sanding. I know that's not what you wanted to hear.
While our Deck Revive might bond, we can't guarantee the toxic odors won't come through. You can try a small container to see if it works. It's a great product for decks.
