This penetrating concrete sealer is great if the concrete is porous, pH neutral, dry, and free of paint and any other material that would block the liquid from penetrating. The other recommendation for beneath the soil line would be AFM SafeCoat Dynoseal, which would be the route you can go if you need to cover a painted or non-porous surface as Dynoseal is a topical coat.
