The question here is really if you are trying to block off-gassing or to add a protective layer over the floor paint. Safe Seal is not meant for this application, because it is opaque and meant for surfaces that are behind the scenes and will remain slightly tacky after drying.AFM Safecoat Concrete Floor Paint does not require further top coats, but AFM Polyureseal EXT could be applied over top if you wanted to add moisture and abrasion resistance.
