I have a 1958 built house with a sunroom that has a concrete floor. It was painted with exterior green concrete paint that is easily rubbed off on your hand in the form of a dust. Can I paint over this with your paint or do I need to get rid of the old green paint first?

You absolutely would need to scrape off as much of the green paint as you can first. If you don't then the concrete floor paint would bond to the flaking green paint and not your concrete and it would just flake off as well.
