my basement floor is peeling, Maybe epoxy but not sure so painter wants to scrape old off and paint with non toxic floor paint is this okay and what should it be?

Our suggestion is to fix the problem of the peeling first. If the paint is peeling, that usually means there is a good reason such as moisture from below (hydrostatic pressure) or just poor surface bonding due to oil, grease, wax or some other contaminant. Just scraping it off may not be enough to fix the problem. Grinding mechanically or etching chemically may be required. Once cleaned up, applying two coats of Concrete Floor Paint will work very well.
