Is it possible that this will cover the cottage cheese wall without having to scrape?

Order a small sample online and test it. If it's already painted and primed with water based paint, you may be able to. But, if it does stick but it's heavy texture, you'd be best off priming first with AFM Transitional Primer and then the paint. Always test test test.
