That is only true in the toxic world of paints. It is not true of the non toxic paints we sell. The paints we sell WILL NOT stick to oil based paints unless you use the AFM Transitional Primer (which is formulated to stick to oil-based or water-based paint) then two coats of the AFM Zero VOC paint over it.ECOS is a wonderful no-VOC paint, but it will do nothing to encapsulate off-gassing. If you are trying to stop off-gassing, AFM is the paint to use.
