Unfortunately, Silacote works best when applied directly to concrete or masonry that is clean, dry and free of all paint. Otherwise, it won't bond well, mitigate moisture and breathe the way it is supposed to.You can remove the paint mechanically by grinding or chemically with our 600GL Coatings Remover. If you are trying to control moisture and don't care what it looks like, then our AFM Dynoseal may be a good option. It's a dark bronze, almost black and can be painted on with several coats. It is a waterproofing membrane designed for below grade applications and will bond to just about anything. No, you can't put silicote on top of it.
