Can this be applied on basement floor which is sealed with a silicate sealer to prevent moisture or negative side water pressure intrusion to the top. Also, after this paint is done, Can we install other flooring in future like Vinyl plank with underlayment?

You will have to check in with the makers of the silicate sealer as to whether it is okay to topcoat that with a water based paint, if they give you the green light then it should be fine.And yes to the future flooring atop the concrete floor paint question.
