It is used to properly prime new or existing walls and ceilings as it is specially formulated to provide a superior prime coat on interior surfaces such as new gypsum wallboard (sheetrock) and textured wallboard (NOTE: Not suitable for Greenboard). You would then paint over it but do not need to use another different primer as this is the primer.
