Yes. The GBS Penetrating Concrete Sealer will soak deep into the concrete and permanently seal moisture out. Once the GBS Penetrating Concrete Sealer is fully dry, after a week, you can then paint the surface with AFM SafeCoat Concrete Floor Paint. Two coats are recommended. No primer is needed, but the floor needs to be clean and dry. Follow the directions on both products and you should be fine.
