What products would you recommend for painting and sealing unsightly laminate countertops?

We have nothing that will stick to a laminate as laminate is not meant to be sanded and painted/coated over. It's just too thin and too smooth. If this was real wood, we'd recommend sanding it to open up the pores and then you could topcoat with either a penetrating oil sealer (we have some food-grade oil options if this was a countertop where you do food preparation and food-grade was a concern) or a topical paint/sealer (non-toxic, but not food grade).
