Will ECOs primer seal over wallpaper and prevent bleed through so I can paint the wallpaper?

NO. When a water-based paint/primer is applied to wallpaper, there is potential for the water to reactivate the glue and cause the wallpaper to slip. So we have nothing to recommend. Wallpaper installers say an oil-based primer/paint has to be used. We sell no oil-based primers/paints.
