Can i paint over this (2 coats, fully dried) with a typical latex paint or with spray paint? I want to use an indoor latex paint I already have, or possibly spray paint, to add some stencil details to my basement floor.

If your "typical latex paint" or spray paint is water based, you can go over the AFM Safecoat Concrete Floor Paint. As the concrete floor paint is semi-gloss you will want to degloss/lightly sand the areas you are painting over to give the surface teeth and ensure you get a good bond. Otherwise the fresh coat of paint may flake/rub off.
