Can this be used under other brands of paint? I already purchased zero voc latex paint from our local hardware store, but they don't carry a zero Voc primer so I am looking to order something I can use under the paint I already purchased.

It's a sustainable architectural coating made for previously painted walls or ceilings, indoors or outdoors. Ecos suggests their paint be used over it. But, people have used other brands of water-based paint over it before, so it will probably work. We always encourage testing first to be sure.
