I would like to use it on new exterior window shutters, made of cedar boards. I expect we need to use a sealer. What product do you recommend?

For exterior shutters we would recommend Vermont Natural Coatings PolyWhey, Exterior, Penetrating Stain is an exterior wood stain-sealer for raw wood. Order small samples online to test for color as well as for adherence. Cedar can be a bit of a tricky wood as tannins are released from it for many years and can affect how a sealant reacts with it.
