There is just no happy way of getting around priming first over wallpaper. Using water based primers/paints over wallpaper is too wet. They often cause the wallpaper to start releasing and cause a mess. You will still need to prime over it first with an oil based primer or Zinsser SealCoat Waxless Shellac which, of course, aren't non toxic. After that is dried, you'll need to prime over whichever you use with AFM SafeCoat, Transitional Primer, which is the only product we carry formulated to be able to stick to most stubborn oil based products or shellacs. It also will encapsulate the toxins in the oil primer or shellac. Lastly, yes, you may paint with the Zero VOC paint.
