If you don't know what is on the walls, we would recommend going with AFM Transitional Primer followed up with AFM Zero VOC paint. These two products will act as a 1-2 punch to encapsulate whatever came before, be it a water-based or an oil-based paint.ECOS is also an amazing and non toxic product but does not have the same encapsulation capabilities, so given the unknowns I would not recommend it for you.
