This would be fine over raw cedar. This penetrating product leaves no finish and will not change the color of the cedar. It is strictly a waterproofer, there is no topical coat, no abrasion resistance and no UV protection, your wood will continue to look and act and age/grey like raw wood. But it will be waterproof (water will bead on the surface, rather than soaking in).Based on how much you want to protect the wood (protect from UV? protect from abrasion? protect against water?) this may not be enough. But to protect against UV would mean staining the wood. To protect against abrasion would mean giving the wood a topical coat. We've different products for that.
