On a recently enclosed patio, most of the slab is sealed. But there are a couple of patches where the sealer is no longer there. Am i able to cover the existing sealer with the Green Building Supply, Penetrating Concrete Sealer?

The only way you'll know for sure is to buy a sample online and test those areas. Per the GBS Penetrating Sealer instructions, the concrete you are sealing needs to be clean, dry, of Neutral pH, and porous. Any area that still has an active sealer will not be porous, but you *may* be able to spot treat those non-sealer areas, get a sample, and test.
