Sorry to hear of your experience. Unfortunately, it is a common one. If the old red paint was oil-based and contained solvents, it's very possible that any water-based product applied over the surface might react in a negative way by opening the pores and causing the original paint to off-gas all over again. This happens all the time, not just with our paints but with all oil-based paints and primers.ECOS Universal Primer is an excellent primer, but not a VOC blocker. However, our AFM Transitional Primer will bond to oil-based paint and block VOCs if applied properly and allowed to dry for 24 hours. At this point, you may need to wait a week or so for all the reactions to settle down before applying anything else. If you don't want to try anything else that is new, you would need to strip or sand the paint and start anew.
