It all depends on the type and condition of the paint. If it is oil based paint, then prime first. If water-based, then no primer is needed. However, the gloss should be removed, i.e. lightly sanded to provide some tooth for the next layer of paint to adhere properly. In all cases, the best way to determine if a new product will bond to an old product is to purchase a small sample and test it in a small inconspicuous area. Apply ne paint and wait a few days, then try to peel it off. If it just flakes off easily, then you'll need to lightly sand and prime. However, if it bonds well, you are good to go.
