The challenge here is the high gloss latex. Nothing will stick to that unfortunately without putting in a bit of effort. You need to degloss/sand the high gloss finish until all traces of the high gloss are removed. You don't need to entirely remove that high gloss paint, you just need to make the surface matte. Once that is done, then you can apply another paint on top of that.
