Do I have to use primer if painting over (with the same color) prior exterior water-based paint?

If you are using a water-based paint over another water-based paint it should bond well. This assumes, of course, that the surface is completely clean, dry, and not peeling or chipping. Using a primer helps to block stains, seals the surface and provides better adhesion. It is a safer bet if the surface is questionable.
