Do I have to use the penetrative oil before applying the hard oil #9or can I just apply hard oil #9 to bare wood floors?

That depends on the porosity of the wood. Dense hardwood woods are difficult for the oil to penetrate, so the penetrating oil works like a primer oil and soaks deeper into the wood. You can test first with our samples and see what works best for your specific wood species.
