Hello, I purchased some steel metal hooks and to paint these so the steel doesn't come off on my towels. Would this work?

Yes, this will work as a primer before you apply your paint. We recommend roughing up the finish first as the primer will not adhere well to a shiny surface. Then apply 2 coats of AFM Safecoat Zero VOC semi-gloss paint.
