AFM Safecoat makes a carpet system for sealing off-gassing, called Comprehensive 3-Part Carpet Shampoo and Sealing System. It seals the fibers and the backing. All three products must be used to adequately seal the entire carpet. Using only one product (such as Lock Out) out of three will not give you the desired results.
