If laying this over linoleum/vinyl does it need to be glued down ?

No. You can lay it right over the top. However, if you need a vapor barrier beneath your flooring, vinyl will provide this and you don't need anything else. The only reason for using this would be to provide some additional thermal and acoustical insulation. It will also make your flooring more comfortable to walk on.
