What�s best underlayment over top of an existing vinyl tile floor to use over that and under Marmoleum click loch I plan to lay down ?

Technically you don't need to use any underlayment as vinyl tile will act as a vapor barrier. However, if you wish to use the QuietWalk Plus, it is a vapor barrier as well. In addition, it will provide extra cush, as well as some thermal and acoustical insulation.
