Can you paint over older paint I have a blue color and want to change to white?

Of course. Provided your older blue concrete paint is water-based and still in good shape and not peeling up from the concrete, and it is not a gloss sheen you can prime and paint over top. If it's a super dark blue color, it may require several coats to get it to true white.If you have a gloss sheen, there is an extra step involved - you need to degloss the surface (via sandpaper), to create teeth that your primer can latch onto.
