Yes, AFM Safecoat Concrete Floor paint can be applied over any portland cement subfloor as long as it is clean, dry and free of wax or oils. Any adhesives must be removed. It is ultra-low VOC and contains no hazardous air pollutants. One gallon covers about 300-350 SF. Two coats are recommended. This can be tinted to any AFM paint color.
