I have a painted concrete basement floor and white powder coming through will this product cover it?

It may cover it temporarily but it will be a bandaid only. The white powder is efflorescence and is a classic indicator of moisture intrusion pushing the salts out of the concrete. Sealing the concrete is the only way to stop this process, but that requires removal of the painted surface. Please call 800-405-0222 to discuss your options.
