This is a durable paint, but like all paint products, the substrate needs to be clean, dry and free of grease, oil, or any other contaminants. Any oil that leaches through the paint is not normal.
Without seeing any images or knowing of how the floor was cleaned, we can only guess that there must have been something in or on the floor that bled through. If this was a concrete floor in a garage or work area, sometimes there are small areas where engine oils or battery acids have soaked into the concrete that are hard to see and/or were never cleaned properly. If this is happening in one area and not everywhere, that is most likely the case. If it is happening across the entire floor, then something else may be happening.
Please let us know what was on the floor prior to painting and how the floor was prepared, i.e. what cleaners were used. Pictures would be useful.
