AFM SafeCoat, Concrete Floor Paint can be used over other paints as long as they are water-based and have been properly de-glossed. Proper preparation of the surface requires removal of any peeling or chipping of the previous sealer. For deglossing, you can mechanically abrade it with a sander/grinder or acid-etch, followed by completely neutralizing the surface.
