I accidentally applied this to a weathered IPE deck without adding the Part B Accelerator as indicated in the instructions. What will happen? Do I need to redo it?

Hybrid Wood Protector is perfectly fine to use without the Accelerator (Part B). Adding 10% Part B can boost the performance and is beneficial to use. So for best performance, yes it is advisable to add 10% Part B. But there is certainly no need to redo the deck.
