Poplar and birch are a couple of the tricky woods. You could use a conditioner. But I don't know of one that isn't toxic. Many people will fill a clean spray bottle with water and just lightly mist that tricky wood to open the pores before using a stain. I suggest first testing on some of the wood to see how much misting you need to do to accept the stain without watering down the wood.
