Can it be applied to fresh lime plaster ?

Non-hydraulic lime plaster sets slowly and is quite caustic while wet, with a pH of 12. The pH needs to be neutral before application. You will need to test the pH to know for sure. Once fully dried, the pH will come down to normal but we have no idea how long that will take.
